Help in PHP programming

Hello,
when i am running my moodle website i am getting this errror
Parse error: syntax error, unexpected T_ECHO, expecting T_FUNCTION in D:\home\wavetec.com\wwwroot\elearning\lib\pear\HTM L\QuickForm\header.php on line 34
whereas my program goes like this
